Does this bag have padding at the bottom so I can put the bag down without worrying about damaging the laptop?

There's a bit of padding. I use mine to carry my laptop into work a few times a week & I think it's pretty durable

I’m sure you probably could. I carry watercolour pads bigger than the stated size and that has been OK.
