Does the shirt with hood that drapes over the chest peice come with the costume?

Yes. The shirt has Velcro inside that you attach the rubber chest piece to and it's pretty secure, we didn't have any troubles with it coming apart. Then if I remember right, you can wear the mask and just pull the hood up. My son wore last year and it was a good quality costume for him. It's nice if they don't want to wear a mask and would rather just paint their face, you still have the hood to cover your hair. Hope this helps!

It's a kids 10-12 that's what my son wears and it fits him perfect.
