why does the display alwaysshow 14.4 volts when in fact the battery is something less than that

i believe as long as you have the solar panel hooked up it will show 14.4.....if you unhook the panel, see what the battery says.

Can I keep the 12v on all the time, I want to use to power a wi fi security camera?

Yes, Press the function button tell you see all three icons on the display (light bulb icon), an it will stay on.

Can you change the charging voltage? From 12v to 13v or 14?

It actually charges the battery at 14 VDC. It outputs 12VDC to the primary load and 5VDC to the USB ports.
