If you prep the surface properly the under the hood paint will work

I don’t think it will. Plastic paints need more flexibility to deal with the expansion and contraction due to temp changes. I would get a paint specifically for plastics.

Q: Is a second can needed for a large radiator? Mine is in a big-block mopar.

I haven't done a radiator yet, but if I did I would use the Eastwood paint specifically for radiators (because it is heat resistant), not the underhood paint. Radiator paint is thinner, so you might want two coats, so maybe need two cans.
