Would this bag fit a ulock?

I have a Kryptonite New York Lock Fahgettaboutit Mini 18mm that fits the front pocket perfectly. Be aware that the bag spec states a 1kg load and this ulock is 2kg - although the bag doesn't seemed stressed at all with the load.

Will it fit on the Segway ninebot max scooter without obstructing the headlight ?

Hello, The Ninebot Waterproof Storage Bag will not block the light if the belts are strapped properly and the Bag is angled at the right position.

Why is the lower velcro strap too long? It’s almost twice the length of the top strap?

Because on some of the models of scooters there is an external battery back this lower strap is large enough to wrap around the battery and pole.
