Is this a dewy finish or matte?

Its more of a wet finish, but the most spray isn't really a good setting spray. I find ibget more wear out of my makeup with pump bottle finish sprays. I did enjoy the fragrance of this one, but this is not a matte spray.

can you use this without makeup on?

You could, however, it's meant to set your makeup after you have put on full face makeup/eyeshadow looks/ect.
