If used with suspender loops and a generic belt, can they be adjusted enough so that it sits at my waist?

They have a lot of adjustment. I am 6' 2" and they adjust fine for me. If you are 7 ft then maybe not.

Do these work nicely for a shorter person? Say 5' 5"?

No they barley fit me and I’m 5’8”
