Does this work with a PS4 controller on pc?

Yes. You need to hold the share and ps button, once it starts blinking it's ready to pair with a PC

I do not understand, does it act as a receiver or a transmitter when plugged into your PC or both ?, forgive my ignorance but this is all new to me.

It acts as transmitter, so that you can connect devices to your PC such as phones and other devices

Will it work in a tv soundbar ?

It's likely this would work. I use my soundbar for listening to my phone AND my PC. If your phone can connect to your sound bar via Bluetooth, it's likely your PC would too :)

My pc is connected to my phone but my phone isnt connected to my pc?

On Windows, the phone will not connect to the pc unless needed, it is only paired. For example, when you send a file you select the Bluetooth device then it will send it.
