Hello, can anyone please tell me the width of the ruler? I am asking because I need to place it flat on a surface limited by 21 mm in height.

its 23mm - so its just a tad too big for what you want (and i measured all sides - they're all the same)

Does it come with a case?

Yes, it comes with a case. Good quality product, my work colleagues have the same ruler by coincidence.
