Can I apply after my moisturizer and before I put on my foundation?

Yes you absolutely can. Before you put any primer on you face you should always clean and moisturizer your skin!!!

Is this the big or mini size?

Sephora has a better price. But it looks like the larger size

Can i use this and apply powder only and not foundations etc.?

I'm not sure. I apply this directly to my skin then put liquid foundation on top. I finish with powder foundation on top of that. It does dry skin skin out in certain places and I look ashy so I'm not sure how powder would look on top.
