The inner flange washer should be installed behind the wheel allowing tool free removal and proper fit.

No, the DWE46253 does not come with a case.

Can the dust shroud be removed so the grinder can be used with a cutting wheel?

I believe so. The shroud hooked up to a vacuum works great for indoor grinding. Really kept the concrete dust down and removed remaining floor adhesive to prepare the concrete surface for a new tile floor.
