Can you ship your lighters to China?

I just bought three different zippos. The other two have an orange sticker at the back that shows the zippo has not been used. Why this one does not?

When mine arrived it had the orange sticker on it. perhaps someone pen the lighter prior to having it shipped to you. I would ask the seller. Peace

is the design on the front a layer or plate that is attached to the case to make this design? Or is it milled/cut into the actual case?

I am not certain if it was cut or stamped, but it is part of the case itself and of high quality. I have it as part of a survival kit.
