Is this an inner/outer dc block? in other words, does it block dc through the center conductor and the through the outer shield?

Does this go in between the lna and the sdr or betwen the lna and the antenna ?

Is this what you use between noaa and goes lnas and the sdrs nooelec makes? is it enough to use the power plugs for the lna's?
