Will these work with mylar baloons?

If you can knot the Mylar or tie off with a tight rubber band you could probably attach the mylar balloon to the notches in the end of the stick.

12 dozen should mean quantity is 144. Another product listed the quantity as 12 dozen-only provided 12 sticks and cups. ALSO R sticks solid or hollow?

I purchased these a few months ago and received 12 dozen (144). The sticks are hollow. Hope this helps.

Are the balloons made of latex or vinyl?

Balloons donot come with these,it is just the sticks and they are plastic.

Are the sticks hard plastic or are they like a straw like material?

Hard plastic. They don't bend. Makes a very good balloon bouquet or just to give kids to run around with a balloon on a stick.
