Would this hold two (2) 209 watt panels, 58.7 x 26.8 x 1.4?

It probably would but I would spend the extra $60 for the hvy dty model. Why risk expensive solar panels for $60. Now that said, I found Newpowa products to be very well made and designed. SS hardware was included.

How many watts are required to maintain charge on my (2) marine batteries?

I don't know the wattage necessary but I have had a 100W solar panel set up to 3 RV batteries and we use the lights and furnace as desired and by 9am the batteries are fully charged. I also have a 50W set up to 2 RV batteries and it keeps them charged without a problem.
