Can this bucket be usef with any commode?

Yes, They are all the same width. The only difference in the sizes I have seen is the depth.

What is the policy on returns? I've seen some unsatisfactory reviews and want to know how helpful customer service is.

You have to move handle to make sure lid closes, but it works fine on both of our other brand comodes

Is the all smooth on the inside. the one i have from midline has a ring that is textured. everything stick to the ring. difficult to keep clean
