Why were candies all melted in a lump? Couldn't really eat them.

It seem like some of the candies had melted at one time and than refrigerated again to tighten them back up. IDK, that's how they arrived to me. plus the chocolate had a light white film on them that led me to believe they were a little old and out dated.
