Q: I have a water based primered wood ,can stain over it?

the main thing is the grain. this gel stain inhances grain when staining un painted... if your primered wood has grain it should enhance... great stuff. I stained a 2 inch space board over wood floors and matched it perfectly

Q: Do you need to sand before applying gel stain?

Depends on what you are staining, but mostly, if the surface is very rough, you need to sand. Otherwise I found that the gel stain covers so well, especially the darker colors, that I did not need to sand.

Q: is this for interior and exterior staining and spar urethane finish?

We use it mainly on stuff inside the house, but have used it on things outside but after staining and its dry we use a water proof sealer.
