Thjis is not a Splitter it is a diplexer, so I'm not sure what you are going to use it for on Cable

Q: Can this be used to separate directv satellite signal and cable tv signals on the same coax line?

Yes The sat signal is connected to the sat input and CATV to the antenna input. Then to extract the two signals connect sat receiver to SAT and CATV to Ant connection on the other end

Q: Will this device combine, and pass both moca and cable/ota tv signals onto a single coax cable?

I tried this without success. :(. Just letting you know it didn’t work for me.
