Can you access the camera when away from home

Yes. Probably a good option on the market for that, as long as you are also OK with local micro sd card backup of motion detection. This is not a ptz camera so check you are ok with image quality it provides. Remote access is via an application on phone or tablet and good, I've not had a problem. I have two of these cameras and not had any issues so far. Good luck.

Can you put this outside?

C100 is advertised in amazon as an indoor camera. You could put it in inside of a window which may do the trick. For outdoor you could use C310.

Can I rotate the image within the app - I need to place the camera upside down to fit the space available?

Just checked mine. There is an “invert image” option that flips it
