would this fit an Arabian?

Yes, I beleive it would. I have two of these one on my quarter gelding with a relatively small head and nose it fits him great. My 16 hand walking horse with a big head it fits him tighter around the nose.

Would this fit a draft/quarter horse cross? (Approx 16.3 hh)

I am not so sure. I would check out Knotty Girls products. They have some to fit a draft or draft/ cross. I think this one might be a little small

What size is the halter? We have a colt and would need a size small.

It fits our Quarter Horse colt who will be two in April. They are a smaller halter. I have also bought a foal size halter from another place when he was younger. It was a Mustang brand Economy Halter with a lead and it fit well.

are these adjustable for size? & which part is ''leather''?

Rope halters are generally adjustable but it’s best to do it before it’s ever been used since the knots are looser and easier to untie. Once the horse has pulled on it, it’s harder to do. The only part that is leather is the leather strips, called a popper on the end of the lead rope.
