I'm a Fan... Of this Fan
I needed a CPU heatsink fan that could pump a ton of air without sounding like a jet engine. My previous YS Tech fan pumped almost as much air as this one, while being smaller, but you could barely hear the TV over it. This one is considerably quieter and it's pushing enough air to keep my CPU cool enough (it's an old Athlon XP, which puts out a lot of heat). Generally, you might be using one of these for a case fan though and that's probably fine too. It's not in any way "silent" but it's quiet relative to the amount of air flow. I tend to run the machine with the side of the case off, and it puts off just a bit of a background whirr noise.Standard fan, easy to use, hasn't broken down, and was affordable. Works for me.

GREAT FAN
THIS FAN PRODUCE A LOT OF AIR FLOW AND IS A LOW NOISE FAN FOR A LOW PRICE.
