Is this kit the skatarii ranger or the skatarii vanguard?

It is both. This 10-man kit can be assembled as entirely Vanguard or Rangers, or you can assemble a 5-man squad of each. Regardless, it comes with all bits needed for either.

Hiw would i incorporate these guys to bolster my imperial guard units?

As an imperial keyword faction, you can easily add in some skitarii and still retain both a properly themed and battleforged army by ensuring you have a detachment worth of skitarii. The box of rangers/vanguard can make one unit of ten or two units of five. Add in a skitarii "getting started" box set for an hq, two more units of troops and one of the best/cheapest heavy support units on the table and bring them as their own battalion detachment. Otherwise you would be stuck with an auxiliary support detachment for your one box at a cost of 1 command point.

Is this all I need to make a kill team?

You can make a kill team from 2 squads of 5 skitarii so technically, though there are other units that can be used such as sicarians.
