A sure shot degradable timeline is not available . The government vehicles collect the waste bags and dump them in a designated area. So maybe 6/7 months but not sure .

Whether these bags are biodegradable..? The product details don't claim it to be biodegradable.

It is really doubtful whether it is biodegradable. We usually throws it to Garbage Van provided by Municipality and it goes out of our sight.
