can i use it laptop without primer

Yes it can be used but for best results primer should be used. For plastic surfaces its best to use Samurai Kurobushi KPP Plastic primer first and then do the colour coat.

It is heat resistant or not?

No. For High Heat Resistance performance use Samurai Kurobushi H2 Hi temp black which resits heat upto 600C

Can i use it for duke250 handle bars ? And will it be permanent ?

Yes you can. Yes it will be lsat for few years if you follow the right application procedure. For steel surface first coat with use Samurai Kurobushi KPP Plastic primer for better adhesion followed by the paint, as it will last.
