Does this product have some sort of safety seal on it?

No, both of mine didn't. Products meant for animals usually aren't safety sealed.

What are the inactive ingredients and why are they not listed?

Did the job?

Used to on some feral cats and other animals around that had mange. Just a very tiny bit in different pans of food. Worked great mange gone.
