Which is more effective; wet or dry brushing; feels more sensitive when wet brush?

Dry brushing gives better exfoliation. Wet brushing works if you have sensitive skin that's irritated if you dry brush

Will the handle turn black after using it for a while?

Thus far, mine hasn't developed mold or mildew anywhere on it. I shake it off, hang it on a hook in the shower, and leave the sliding shower doors open so there's ventilation.

Mold growth is a function of poor air circulation preventing the removal of water from the air and surfaces in the bath. Hang the brush somewhere it can dry.
