Is the gameplay language-dependent? Or would a group be able to play with just one person reading the rules?

Most of the gameplay relies on icons however, there are some story elements which would require translation.

Does this have a solo play option?

It does. There are rules for playing true solo, with just one hand of cards if you want. However most people myself included prefer playing two handed since it enables you to make use of the "help" mechanic which makes the game a lot more interesting (and less brutal). But either way the answer is yes.
