Is this coat windproof? water resistant?

My coat is much longer than this one.  I would say water resistant,  and it's very warm,  wind is no problem at all, the collar is puffy and is like a pillow so it keeps neck and ears warm.   Hope this helps.

I have a similar build to your daughter and I ordered the 3X. I received it today and it's perfect and roomy. It zips comfortably and falls long enough to offer some upper leg warmth that I wanted. I'm very happy with this purchase.

I’m debating between a medium and large.  I measure 42 inches in hips.  Will a medium zip around my hips without being too snug?

I’m a 12/14, I brought a large and an extra large. The large fits snug yet it’s comfortable. The extra large is perfect. It gives you room for a sweater and very comfortable also. I love both fits.

What are size equivalents? What should I order if I am wearing a 18/20 plus size?

I wear a 18/20 and ordered a 2X.  It fits a little snug with a sweater under it, but the coat is so warm I really don't need a sweater.  A 3X would definitely have been too big, especially with my short arms.  I am really happy with the fit and the quality of the coat is superb.  I would recommend this purchase to anyone.
