Q: Does it have the wire mesh filter pellet in it?

Yes, it has the mesh in it. It also has a 1.25 mm orifice. I swapped that out with a 1.1 mm orifice. It improved the foam, not a massive difference, but it did make a difference.

Q: can these foam cannons be used with a garden hose

You would need the correct fitting(attachment), but they’re really meant to be used with a pressure washer. Foam guns require a certain amount of pressure to work properly (as intended). I would not use with a garden hose
