Will this fit a 2000 Jetta TDI?

I use it on my 2003, not sure about 2000

Does it come with the white plastic screw-in plug on the bottom, and the o-rings as shown in the photo?

Anyone experience a blockage on install of new filter? Comparing old filter to new one a white blockage is present where I see fuel in the old one.

I haven't had a problem with these filters. as far as a white blockage no. there are covers you must remove but other than that it's a normal water separator filter.

Should the white foam inside the return hole be removed?

I didn't remove any foam from the filter, I have used this filter several times, no problem. It's not packing material though, is it? That may be an issue.
