I think you are correct. Oraguard 215 is a laminate that can be used. This stuff might work for indoor use but I don't think it's got the uv resistance of the 215.

Is this thin enough to be put on one side of printed paper and then folded?

Yes I believe u could it is not as think at regular vinyl it's about as think at clear packing tape

How do apply this? It has a white background. How do you see the image you are covering with it?

the white part is removed to expose the sticky side.

Can this be used to laminate adhesive vinyl on a coffee mug or glass?

No. This is vinyl not laminate. If you are using permanent adhesive vinyl you don't have to seal it. But if you do want to seal it you can try Epoxy, Mod Podge, or Crystallac (sp?).
