Yes there is, double tap R3 to switch between third and first person

Does it have proximity chat?

If you're on PS4, maybe. There's an apparently known issue with in-game chat. Mine has never worked and most have it sometimes, sometimes not. Until the devs get it worked out, the game is just not fun.
