The diff in sizes when i look at the volumes does not make sense. m (12l) and s(6.5l) ?? from l(14l) to m(12l) that looks ok

"12L" and "14L" must be a mis-print. I have the medium size bag - supposedly 12L. A quick volume calculation comes out to 384 cu-in or 6.3L. Even if the bag was rounded up to a 13" x 20" rectangle x 2.25" (585 cu-in), that's still well short of 12L (735 cu-in). The medium bag is a little cramped in a large size Motobecane fatbike, but it seems very secure. I hope the zippers hold.

What size will fit a pair of jeans, shirt, undergarments, a book and a good size lunch with snacks?

It won't matter if the bag doesn't fit your bike. Too small will not connect, to large will not work either. Choose the bag that fits your frame.

My top tube is 19". Do you reconnected the small or medium?

It looks like they've changed the sizes a bit since I ordered mine, but I'd do the medium. Either would likely work. If you want as much space as possible go with the medium, with the possibility that it'll be a bit baggy. If you want it to fit more cleanly inside the frame, go with the small.
