If i have rca composite only going in can this convert the outgoing video to s-video?

Sure it does. Obviously you don't get the audio trough the S-Video.

Can you have the input be s-video, one of the outputs be s-video and another one of the outputs be composite?

My guess is no. Most of the low end devices like this are 1 to 1. Meaning S-Video in feeds the S-Video outputs and Composite feeds Composite. It is doubtful that the cross modulation required to do what you are asking would be built in as it would be too expensive.

Do I have to flip a switch between the 4 outputs or can they all run simultaneously?

No switching. All 4 outputs are fed simultaneously.

Can you run this in reverse? Trying to find a splitter to run 3 Audio sources into one amp input.

No, this will not run in reverse. As a distribution amp, it will only take one input and amplify it for distribution to other devices without signal degradation.
