Can i use it on the harmankadon citation?

Yes, the Harman Citation series speakers are WiSA Certified. Only the soundbar is not. This means the Towers, the Subwoofer, and the Satellites/Surrounds will connect.

Will this work with klipsch wisa speakers (rw-51m and rw-100sw) in 2.1 even if my tv isnt a wisa tv?

Not sure if it will work or not. I have the original Klipsch Reference Premiere Wireless speakers (5.1) and could not get it to work. I had to return this item.

Must you purchase an hdmi(arc) cable or does it come with one?

The WiSA SoundSend comes with an HDMI v1.4 +High speed Ethernet cable(minimum requirements), a USB cable with power and data, and a USB power adapter.

Will the soundsend transmitter work on a hdmi arc enabled projector instead of a tv? i am setting up my home theatre with projector

The SoundSend should work just fine with any HDMI ARC + CEC enabled device. Please check with your projector manufacturer to verify it will deliver 5.1 Dolby Digital over ARC and can passthrough 5.1 Dolby Digital from another HDMI input on your projector to the HDMI ARC output.
