TOPS Steno Books, 6" x 9" Gregg Rule, Assorted Covers, 80 Sheets, 4 Pack (80220) is NOT perforated. TOPS as a Manufacturer does sell other products with perforation, but the product in my answer does not.

Are the covers solid or flexible?

Covers are thick cardboard..stiff but bendable.
