Yes it does have ( Negative - "Black" ) and ( Positive - "Red" ) regardless of the color there both conductors. Have fun with your project. 

how do you connect wires like if you wanna test a relay switch? do they come with wires? how would wires connect?

what type of metal are the clips made of?

These are inexpensive clips, so probably chrome plated mild steel. That's my guess.
