Is this 16 rolls or 4?

well, it is only 4 rolls, but they are larger than most brands, we thought it said 4-4 packs, but it is good rv paper and dissolves quickly

Can you use it in a normal toilet?

Yes! It is regular toilet paper, but it is made to break down in water to not clog sensitive marine toilet systems with vacuum locks and valves (or anywhere if someone uses too much paper.)

How strong is this paper? I don't want breakthrus
