Q: Does this run big or is the size chart accurate if I go by waist measurement?

It depends on how much you want the corset to "hold you in" but on me it ran a bit bigger than expected. Especially when you consider how so many items from Asia come smaller than their listed size. I'd suggest just ordering the size that seems closest to your natural waist size and then, because it laces in the back, you can customize the fit once you have it on. Good luck.

Q: Is it vinyl/latex material?

It's PVC, so like a fake shiny leather. Very thin, but shiny and smooth. Definitely not latex.
