It doesn't have actual clips. It just uses the 3M tape to hold them in place. Just be sure you put the right side up or they won't fit properly.

Is this compatible with a 2021 Jeep unlimited?

No, it is not. It specifically says 2007-2017. The grille slots are not the same on a 2021, you need to look for ones made for the year wrangler you have.
