Only if you smear it past the hole or indentation. Smears can readily be wiped off while fresh.

Why $11 its only $2 at the local depot of the home?

I ask the same question - I agree it is too expensive online, but online is only way for me yo have it available in Belgium, so I paid the ridiculously over-inflated price because I like this putty over all others.

is it for exterior use and waterproof

It is for exterior use, and needs to be sealed with paint to make it waterproof.
