Is 18 lb driver better than a 12lb one?

It depends on many factors such as how hard is the soil because the heavier driver will provide 50% more impact force but will, at the same time, lead to more fatigue for you over time because it is 6 lbs heavier each and every time you use it. This won't matter much if you are just driving a few posts but is a big deal if you are doing several all day long and you just have average strength.

would this work to drive 1 1/2" chain link posts?

I believe it will fit over the post. The thing with chain link posts is that they will crush on the top when you drive them. I have always found an insert to put in the fence post tube to hit so I dont crush the tube. Then you will want to find an insert that will just fit into the tube but won't be too big on the outside diameter for the driver.

Can the 12lb driver be used for a 6ft U fence post ?

Yes, you can because I did that with my green metal posts.

Will this work to pound a 2-3/8" pole in?

It should, but beware if it’s a wooden pole, it may split the top.
