is this board compatible with the new Pico W?

The 40 GPIO pins are the same between the Pico and Pico W. The W variant will slot in here without issue.

Is there a presoldered (or "prewelded") version?

No. You will have to solder it yourself. I recommend using a breadboard to align pins while you solder the circuit board to pins. Then snap it in to the carrier and solder it all together.

What is the purpose of the through holes in blue on the schematic? How do you connect components to them if they aren't connected to each other?

Those holes allow you to solder whatever components you might want to the board. It's just a small section of standard breadboard. You can use wire to bridge the holes to whatever configuration you need. Adjacent holes can be bridged with solder.
