don't know what your decals are made of. These are small sharp scissors---I use them to cut anything paper or thread.

very, very fine sharp points on these scissors. I would be very hesitant to use on these areas. They are household or crafting scissors.

Are these nonstick scissors?

No, these are nice, pretty, sharp little scissors. I purchased to put into sewing kits I made as gifts. They are not nonstick.
