Does this wash off of hands and feet? I want to use it for a frame with my grandsons handprints.

It does, but I would not use this for kids finger or hand prints. I would use an ink specifically designed for use with human skin, so there is no possible reaction or allergy issue.

Can I use this ink for stamping clothing?

This is a water based ink . We do not recommend it .

will it work on photo paper

No. You need a permanent ink for photo paper this is waterbased.
