Can i plug this into a usb charger permanently?

It is recommended that you unplug the feeder once the battery is fully charged. The charged battery is supposed to operate for up to 6 months on a single charge.

If you turn the unit off does the clock have a memory function for when you turn it on again next time?

When I accidentally hit the power button it wiped out the time and the pre set schedule.

Is there a way to speed up the spin like how it’s displayed in the video?

No... if it did might be another good way to control how much food dispenses but it doesn't.
