Q: What size mounting screw do I need

You'll need 3/8" x 6" Galvanized or Stainless Lag Screws - you can buy them at a great price at: dockbuilders.com. You may want to consider the matching washers as well (they're not absolutely necessary, but the lag bolt head is not much bigger than the hole in the bumper).

Q: Could these be cut into 4 1-foot sections? I want to use on a stationary dock vertically on the 2x12 bandboard.

Sure they can be cut but be aware that they have precut (3) holes for mounting vertically..... You would have to modify mounting holes for your particular situation. Additionally the holes which are pre-drilled are reinforced in the 3 positions standard to the bumper.

Q: I need to mount these to a concrete seawall. What do I attach them with? Tap on screw seem to eventually pull out - thinking of the weight of these.

You can buy concrete anchors. Drill holes in cement for them and the screws go into them, They will not pull out.
