Q: are they steel or composite toe boots?

Label on the side of the boot in the picture says Alloy (not steel). Alloy toes are 30-50% lighter than steel. (Alloys can be made from lightweight materials like aluminum and titanium.)

Yes, these meet ASTM standards for EH protection

Q: I usually order a size 15 boots with a little room to spare. Do these run small at all?

A little due to the padding..all in all the are a good comfortable boot. I do Comercial construction and they hold up very nice.

Q: are they steel or composite toe boots?

Theoretically, they are neither. They are officially listed as an alloy safety toe. Timberland states that alloy was used to reduce weight. They don't, however, state how the strength of the alloy compares to steel. It may be out there somewhere, but I did not run across it. I was able to justify wearing these boots for work because alloy is basically steel with a few other elements mixed in to enhance steel's properties.
