how is the battery supposed to work? put one in and it doesn’t wave

Not surprised. Mine arrived with the waving arm not attached. I luckily was able to reattach it. Maybe try resetting the arm?

Does it make a ticking sound?

Mine has not. The only time I think it might is when I replace the battery and it's sitting on a hard surface. I have a second one, different model, it ticked, because it was loose at the base and misaligned. I glued it and took care of the problem. Both have a separate base and top which can separate.

How do you stop it from waving? Do you have to pull the battery out?

Yes. To stop it from waving you would have to pull the battery out. Keep in mind to start it waving, you insert the battery and you have to get it started by pushing the arm once. Then the battery motion is enough to keep it going.

Can this item go outside

I have mine on a shelf in the house.. There is a opening by the moving arm that would allow for WATER to get in the battery/working parts.. water would not be good on the unit. To just sit outside on a nice day would be fine, But rain/water would ruin the moving parts, it is not waterproof..
